The listen() process things one at a time. The maxpend is a queue for requests that come in; they are put in a pend queue and processed in order.

Sometimes permissions, rights, antivirus, etc, can interfere with a service uninstall. Uninstall again, then look at the windows services. Do you see any of the following:
