Is there an easy way to have the NetBurner grab an .s19 file via FTP or TFTP and execute the instructions therein? I was thinking of a short application that basically performs the NDL and "GO ADDR" steps found in the NetBurner monitor.

Yes, you can do this via FTP. In fact, we have an example that does exactly this. Please have a look at the FTPD_AppUpdate example, located at \nburn\examples\FTP\FTPD_AppUpdate
