RFC 5227 - Detecting IP conflicts

Little backstory; earlier today we suffered a power outage, at which point when the power was reset, our HP printer decided to take the IP address 192.168.1.4. For the past few hours our MOD5270 now keeps obtaining the same address through DHCP.
Does the NB have any method for detecting and resolving IP address conflicts such as RFC 5227? (http://tools.ietf.org/search/rfc5227)
