Hi guys,
Thanks for all the tips. I figured it out, and it was rather dumb. The pedestal has two serial connections coming from it that apparently do the same thing. It's just that one cable does that thing fast, and the other very slowly. I was using the slow cable, so swapping cables sped the whole thing up to about 0.2 degree granularity at 20 deg/s rotation, or 10ms, which is the sampling rate of the pedestal. Why they would be different when they come off the same plug and are simply split, I do not know.
Thanks for bearing with me, I sure learned a lot in the process!

serial speeds
Re: serial speeds
I was pretty sure our serial stuff worked at line speed, but every time I've been bold enough to
tell a customer "its your problem out stuff works" murphy sneaks back in to source control and deposits
a bug to make me look like a pompous fool
Glad its working.

Re: serial speeds
Thanks for your patience
I knew the pedestal worked, since it was fast on the laptop (which used the working cable), so I suspected my code. Your board being the problem was the last resort for me; glad it wasn't it.
